EU Instant Payments Regulation: What ISOs Need to Know

The EU’s Instant Payments Regulation has quietly become one of the most consequential pieces of payments legislation to hit SEPA in years. Its compliance deadlines are now binding for payment service providers across the eurozone, and the ripple effects are landing squarely on ISOs and the merchants and financial institutions they serve.

What the Regulation Actually Requires

At its core, the regulation mandates that PSPs offering standard SEPA credit transfers must also offer SEPA Instant Credit Transfers — settling funds within ten seconds, 24/7/365 — at a price no higher than the equivalent standard transfer. That pricing parity requirement is what caught many institutions off guard: instant payments can no longer be positioned as a premium product tier.

Why This Matters for ISOs Specifically

ISOs sit at an interesting point in this regulation’s blast radius. You’re not always the PSP directly obligated to comply, but your merchant relationships and technology stack are built on rails that your sponsor banks and processing partners are now reworking.
